Wow. I never once thought about decorating a garden hose! And the faucet. It's unique, I will say that, but I'm not sure I would go to the trouble with mine, which is 75 feet long. That would take a lot of duct tape! Still, it's a cute idea that would certainly "dress up" the back yard, or at least make watering more fun.
