Tissue paper rolls make the best napkin holders. You don't need to buy them so this project is very cost effective in the Kong run. All you need is some fabrics scraps but you can decide on what material you want to make the flowers from.

I can see many possibilities with these napkin rings. I can make them in many colors and make felt flowers or tissue paper flowers. This project will help me use up some of my felt, my embroidery floss, my tissue paper, my beads, etc. Can't wait to make some for 4th of July!
