Materials List
- Empty toilet paper roll
- 2.5" x 1.3" strip of white felt
- 5.4" x 2.3" dark blue felt
- An extra A7-sized piece of dark blue felt
- Two pieces of red pipe cleaner, each with a length of 7.4"
- White cotton filling
- Small red flat-sided button
- Eleven 5mm multifaceted pure white rhinestones
- Red plastic cap from a spray bottle (the cap has a diamete of +/-2")
- Strip of blue and white striped cardstock that would fit around the bottom of the red cap
- Pair of 5mm googly eyes
- Small piece of red cardstock for a bow tie
- Pair of 1" long black plastic doll shoes
- Flesh acrylic paint
- Artline 210 Fineliner black pen
- Red felt-tip pen
- Quick-drying craft glue (such as Bostik Clear)
- Paintbrush
- Standard scissors
- Pencil
Instructions

Paint the front-facing top half of the toilet roll with the flesh paint and allow to dry thoroughly. This is where Uncle Sam's face will be added.

Glue the white felt lengthwise below the facial area.

Glue the 5.4" x 2.3" dark blue felt around the bottom of the toilet roll. Where the dark blue felt overlaps with the white felt, fold two triangles and glue them down - this will be the jacket's lapels.

From the A7-sized piece of dark blue felt, cut two pockets and glue them on each side of the jacket.

Use the pencil to trace a dark blue felt circle that would fit on the bottom of the toilet roll and cut it out. Glue the one end of each pipe cleaner to the circle and then glue the circle to the bottom of the toilet roll.

Use cotton filling and glue to add hair. Use the scissors to shape the hair neatly.

Glue the red button to the jacket and glue five white rhinestones down each side of the jacket.

To make the hat, glue the strip of blue and white striped cardstock around the bottom of the red cap.

Glue the hat on top of the toilet roll.

Add the facial features - glue the googly eyes in place. Use the black pen to draw a mouth and nostrils, and use the red pen to add rosy cheeks.

Use the pencil to draw a bow tie on the piece of red cardstock and cut it out. Glue the last white rhinestone to the center, and glue the bow tie below Uncle Sam's face.

Add glue to the insole of each shoe. Bend the end of each pipe cleaner 0.7" from the end and push the bended part into the shoe.

Bend the legs so that Uncle Sam can sit on the edge of a table.
